On March 11, 2021, President Biden signed the American Rescue Plan Act of 2021 (ARP) (Pub. L. 117-2). The ARP appropriated approximately $39.6 billion for the Higher Education Emergency Relief Fund (HEERF) and represents the third stream of funding appropriated for HEERF to prevent, prepare for, and respond to coronavirus. Taken together, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) (Pub. L. 116–136), the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) (Pub. L. 116-260), and the ARP represent HEERF I, HEERF II, and HEERF III, respectively.

How did Fall 2022 awarding of American Rescue Plan (ARP) / CRRSAA Financial Aid Grants to Students work?

CCC sent a survey to all CCC Students who had exceptional need (received Pell) and were enrolled full-time (12 credits or more) on October 27, 2022.  The survey was sent to 265 students. This was the pool of students deemed eligible by the CRRSAA awarding committee at CCC.  The 265 students represent a subset of the 2,519 potentially CRRSAA eligible students who were enrolled at CCC at the time. The 265 students were required to answer a one-question survey by November 3, 2022. Due to the limited amount of funding ($45,126.40), only students receiving Pell and enrolled full-time for fall 2022 as of October 27, 2022, were sent the survey.  Completion of the survey, which took about 10 seconds, was required for the student to receive an award. Failure to complete the survey by November 3, 2022, eliminated the student from qualifying for the award. Awards were distributed on November 17, 2022. Awards were all $400 for every eligible student.

 

How much were the awards and when?

A total of $46,000 was awarded. This represented $873.60 more than was available. Any students who fail to cash their checks prior to check expiration will have their awards revoked. If all students cash their checks, during reconciliation, we will remove up to  $873.60 in CRRSAA awards and substitute institutional aid for the overage. The breakdown of funds was 59 students received $400 for a total of $23,600 that went directly to the student based on their answer on the survey. An additional 56 students received $400 for a total of $22,400 that first paid any allowable fall 2022 charges and then refunded the remainder to the student. Overall 115 students received awards of the 265 students who were full time Pell eligible students of the overall 2,519 students enrolled at CCC. 

 

On June 8, 2023, the Coconino canceled two students' fall 2022 $400 awards (for a total of $800) and reduced one student's award by $73.60 (for a final reduction of $873.60) in order to bring the overall CRRSAA account balance to zero. Those students were accommodated with an equal amount of CCC institutional funds so that they did not encounter any impact from the award cancellation.

 

How were students informed?

  • On October 27, 2022 students were full time, pell-eligble students were sent an email letting them know they needed to complete a quick survey by November 4, 2022 in order to qualify.
  • The email included a link to our survey, which the student needed to authenticate into using their CCC Comet ID and password
  • On November 14, 2022 eligible students were awarded
  • On November 16, 2022 eligible students were disbursed
  • On November 17, 2022  eligible students were sent an email informing them they had been disbursed funds

The minimum ARP/CRRSAA Grant awards were $200 and the maximum awards were $1100. Students with exceptional need (students with Pell Grant eligibility) qualified for the greatest awards. Pell Grant students typically have an Expected Family Contributions (EFC) between 0 and 5846 on the 2021-2022 FAFSA. Students who received a Pell Grant during Spring 2022 and were enrolled full-time as of January 26, 2022, were automatically awarded CCC's maximum amount of ARP/CRRSAA Grant. Students with EFCs between 5847 and 10000 from the 2021-2022 FAFSA were awarded a slightly lower amount than Pell Grant recipients. All other eligible students at CCC (including students who are not receiving Financial Aid and/or did not complete a FAFSA) received the smallest awards.

Awards ranged from $200 to $1100 and were disbursed between January 26, 2022 and January 28, 2022.  CCC awarded $1,031,500  in ARP/CRRSAA grants to 1895 students, which were all eligible students during Spring 2022.

  • On January 28, 2022 students were sent an email letting them know they could log in to  myCCC using their Comet ID and Password. 
  • Use the Quick Launch and navigate to: Financial Aid.

  • If student was awarded they will see a “CRRSAA Grant” award listed.

Unclaimed checks by students:

On January 14, 2022 CCC reversed payment on 33 students who failed to cash their previous ARP/CRRSAA checks and could no longer be reached. The total amount of money reversed was $17,200. This $17,200 was added back into the remaining HEERF3 student share funds of $996,730 for a total of $1,013,930 to be distributed to students in the spring 2022 semester.

 

On January 25, 2022 CCC reversed payment on 69 students who failed to cash their previous ARP/CRRSAA checks and could no longer be reached. The total amount of money reversed was $29,728.80. This $29,728.80 was added back into the remaining HEERF3 student share funds of $1,013,930 for a total of $1,043,658.80 to be distributed to students in the spring 2022 semester.

 

On February 4, 2022, one of the reversed fall 2021 checks from January 25, 2022, for $500 was reinstated to a student who had yet to cash the check promptly but still needed the money. This reduced the total of available funds for spring 2022 to $1,043,158.80.

 

On February 25, 2022, a check from fall 2021 was voided for $300. This increased the total available funds for spring 2022 to $1,043,458.80. 

 

On March 1, 2022 CCC reversed payment on 11 students who failed to cash their previous ARP/CRRSAA checks and could no longer be reached. The total amount of money reversed was $4,830. This $4,830 was added back into the HEERF3 student share funds for a total of $1,048,288.80.

 

On March 9, 2022 CCC a check from fall 2021 was voided for $400. This increased the total available funds for spring 2022 to $1,048,688.80. 

 

On April 4, 2022 79 students from the spring 2022 semester had $33,087.60 in checks voided as the students had not cashed checks and were unreachable by CCC staff.  This increases the CRRSAA student emergency fund balance remaining from $16,788.80 to $49,876.40. Later in the day on April 4, 2022 one of the 79 students cashed their $350 check that was in the process of being voided. The college allowed the disbursement to go through.  This brought the balance down to $49,526.40.

 

On April 7, 2022, 2 checks were reissued from the April 4, 2022 cancelation batch. One check was for $200 and one was for $600. This brought the balance down to $48,726.40. 

 

On April 26, 2022, 3 checks were reissued from the April 4, 2022 cancelation batch. The checks were for $350, $400, and $600. This brought the balance down to $47,376.40, 

 

On April 27, 2022, 2 checks were reissued to students from the April 4, 2022 cancelation batch. The checks were for $200 and $600. This brought the balance down to $46,576.40.

 

On April 27, 2022, 1 check for $600 was voided as the student had not cashed the check within the required timeframe and was unreachable. This brought the balance up to 47,176.40.

 

On May 9, 2022, 1 check for $600 that was voided earlier was reissued. This brought the balance down to $46,576.40.

 

On May 16, 2022, 1 check for $800 that was voided earlier was reissued. This brought the balance down to $45,776.40.

 

On June 7, 2022, 1 check for $450 that was voided earlier was reissued. This brought the balance down to $45,326.40.

 

On June 8, 2022, 1 check for $450 that was voided earlier was reissued. This brought the balance down to $44,926.40.

Students did not need to apply for ARP/CRRSAA. There was no application process. CCC automatically awarded the CRRSAA/ARP Grants for Fall 2021. CCC sent a voluntary one question survey to all eligible students asking if they would like to have the funds applied to their tuition charges at CCC. It was not mandatory to answer the survey and answering the survey did not impact eligibility for ARP Grants. It simply informed CCC how the student would like the money applied.

 

What was CCC’s award criteria for Fall 2021 ARP/CRRSAA Financial Aid Grants to Students?

  • Pell Grant recipients at CCC during the Fall 2021 semester were awarded the most money. Full-time Pell students were awarded proportionally more money than those enrolled 3/4 time, 1/2 time or less than half-time. The award for full-time Pell recipients was $1,100.
  • Students with EFCs between 5847 and 10000 (not Pell eligible) were awarded a slightly lower amount than Pell Grant recipients automatically. 
  • Students with EFCs of 10001 and higher and non-Financial Aid students were awarded a slightly lower amount than the other two groups listed above.
  • CCC did not award high school dual enrollment students, CAVIAT students and non-degree seeking (personal enrichment) students. 
  • Eligibility was determined as of September 7, 2021.

Awards ranged from $300 to $1100 and were disbursed by September 10, 2021.  CCC awarded $1,413,000  in ARP/CRRSAA grants to 2577 students, which were all eligible students during Fall 2021.

Coconino Community College will be awarding up to $552,365 in CRRSAA Financial Aid Grants to students during spring 2021 and summer 2021. This is in addition to the $552,365 CCC CARES funds CCC awarded in spring 2020 and summer 2020.

 

How did Summer 2021 awarding of CRRSAA Financial Aid Grants to Students work?

CCC automatically awarded CRRSAA Financial Aid Grants to students with exceptional need. To qualify as a student with exceptional need, a student must have Pell Grant eligibility at CCC during the Summer 2021 semester and Expected Family Contributions (EFCs) between 0 to 5711 from the 2020-2021 FAFSA. Students who received a Pell Grant during Summer 2021 or were otherwise eligible to receive a Pell Grant were not required to apply for the funding using an application and will automatically be awarded CCC's maximum amount of CRRSAA. Students with EFCs between 5712 and 10000 from the 2020-2021 FAFSA were awarded a slightly lower amount than Pell Grant recipients and were not required to apply for the funding using an application.

 

All other students at CCC (including students who are not receiving Financial Aid) were required to apply for CRRSAA Financial Aid Grants using the application at http://www.surveymonkey.com/r/GMP7ZV3  by midnight, Thursday, June 17th, 2021 in order to qualify. Potentially eligible students were informed of the application process via an email sent to their CCC student email on June 7th, 2021 and a bulletin was placed at the top of the Canvas on-line learning system. DACA students were deemed eligible based on new rules released by the Education Department.

 

Who Needed to Apply for CRRSAA Grants?

Students don’t need to apply if:

• They are receiving a Pell Grant at CCC during the Summer 2021 semester and/or have an Expected Family Contributions (EFC) between 0 to 5711 from the 2020-2021 FAFSA. These students automatically received the maximum grant award.

• They have an Expected Family Contribution between 5712 and 10000 from the 2020-2021 FAFSA.  These students were awarded a slightly lower amount than Pell Grant recipients automatically.

Students had to apply if:

• They were not receiving financial aid for Summer 2021

• Have an EFC of 10001 or greater based on the 2020-2021 FAFSA.

  • Students with EFCs between 5712 and 10000 (not Pell eligible) were awarded a slightly lower amount than Pell Grant recipients automatically. The award for full-time students with EFCs between 5712 and 10000 was $500.
  • Students with EFCs of 10001 and higher and non-Financial Aid students were required to complete the application at  http://www.surveymonkey.com/r/XFB2C6B in order to determine qualification and were awarded slightly lower amounts than the first two groups of students. The award for full-time students in this category was $400.
  • CCC did not award high school students. Also, some categories of students were not awarded due to the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996. This law prohibits certain non-citizens from receiving federal benefits and makes DACA, undocumented, and international students ineligible for CRRSAA funds, similar to other forms of Federal Student Aid. 
  • Eligibility was determined as of April 6, 2021.

Awards ranged from $100 to $700 and were disbursed on April 8 & 9, 2021. CCC awarded  $396,500 of HEERF2 funds during spring 2021. 849 students received funds out of all 849 eligible students.
